The question came up during discussion of #1006.

My thoughts on this are that:

  • Removal from the TAG/AB does not imply removal from in-flight Councils, but
  • Yes, the Council chair can suspend participants if they are causing problems to the group or its members.

I commented a blanket "yes" to the question when it first came up, but want to note that although I agree in general that Chairs should have the same abilities regardless of which W3C group they are chairing, I didn't put any thought to which Process rules relating to chairing might need to change to achieve that outcome.
