Build libecpg with -DFRONTEND in all supported versions.

Fix an oversight in commit 151e74719b0cc5c040bd3191b51b95f925773dd1 by
back-patching commit 44c5d387eafb4ba1a032f8d7b13d85c553d69181 to 9.0.
